Payments Regulatory Deadlines to Watch in September 2025

What are the regulatory deadlines to watch in September?
Brazil
On July 24, 2025, the National Monetary Council (CMN) announced the approval of CMN Resolution No. 5,237. The resolution consolidates and updates the regulatory framework for Credit, Financing, and Investment Companies (SCFI) in an effort to harmonize rules applicable to these financial institutions, as well as to promote greater regulatory alignment between traditional and digital business models.
The resolution, which was approved as a result of Public Consultation No. 101/2024, accomplishes the following:
- incorporates all operations currently permitted by financial institutions, considering their focus on the credit market, and includes activities of newer institutions, such as payment institutions and fintechs;
- provides legal certainty to financial institutions by combining old rules into a single normative act, and positions traditional SCFIs in relation to institutions with a more limited scope of activity; and
- creates incentives for payment institutions and fintechs to migrate to the segment most compatible with their business strategy, operations, and customers.
The resolution takes effect on September 1, 2025.
Massachusetts
On March 3, 2025, the Massachusetts Attorney General released a suite of regulations prohibiting businesses from charging junk fees and engaging in other deceptive billing practices. According to an accompanying news release, the regulations aim to increase price transparency for consumers, as well as helping them to avoid or cancel unwanted charges.
Maine
On June 12, 2025, the Governor of Maine signed into law LD 1727, following the bill's passage by the Maine Legislature.
The new law requires companies to disclose to consumers if artificial chatbots are being used to engage them in commercial transactions, as well as prohibiting chatbots from misleading consumers into believing that they are engaging with a human being under such circumstances. As such, the law makes a violation of this prohibition a violation of the Maine Unfair Trade Practices Act. The law takes effect on September 10, 2025.
Saudi Arabia
On June 19, 2025, the Saudi Central Bank (SAMA) issued updated rules for the issuance and operation of credit cards, superseding the previous regulatory framework. The updated rules aim to enhance disclosure and transparency, reduce the cost of credit for consumers, and improve operational practices among credit card issuers.Issuers are expected to implement the updated framework by September 17, 2025.
Sweden
On December 3, 2024, the Swedish government published the Act on Supplementary Provisions (SFS 2024:1159) to Regulation (EU) 2023/1114 (Markets in Crypto-Assets – MiCA) in the official gazette.
The act supplements MiCA by establishing a transitional period for crypto-asset service providers, lasting until September 30, 2025. Specifically, entities carrying out crypto-asset services may continue to do so until September 30, 2025. If an institution submits an application before October 1, 2025, it may continue to provide such services until a decision is communicated. The act is applicable by 30 September 2025.
