Gambling Regulatory Deadlines to Watch in March 2026

What are the regulatory deadlines to watch in March?
Finland
On December 19, 2025, the Finnish parliament published the new Gambling Act, as adopted after its second reading on December 16, 2025.
Under the new gambling regime, Veikkaus Oy will retain the exclusive right to offer lottery-style games, scratchcards, land-based gambling machines and land-based casino games. Online casino games, online bingo, online slot machine games, land-based and online betting (fixed-odds betting, pari-mutuel betting and virtual betting), as well as horseracing will be subject to local licensing.
The new law also introduces a mandatory B2B licence for the manufacture, delivery, installation or adaptation of gaming software. The minimum age for gambling is set at 18 years old.
Annual supervisory fees for a gambling licence, which is valid for five years, range between €4,000 and €434,000, depending on the gambling operator’s gross gaming revenue. The initial supervision fee for the first year of operation is set at €10,000. Provisions related to licence applications for gambling licences and exclusive licences entered into force on March 1, 2026.
Argentina (Santa Fe)
On January 26, 2026, the Santa Fe Lottery published the deadline for operators to submit bids to become sports betting operators within the province.
According to Public Notice No. 104/2025, under Law No. 14,427, operators are allowed to conduct sports betting operations. There are no fixed number of licenses available, rather suitable operators will be granted licenses to operate online sports-betting in Santa Fe. Furthermore, international operators are able to place bids to operate in the province.
The tender process is managed by the Santa Fe Lottery and the Undersecretariat of Contracting and Asset Management. Bids must be sent to the offices of the Undersecretariat of Contracting and Asset Management. The deadline to submit bids was March 2, 2026 at 12:00 PM.
Brazil
On October 16, 2025, the Brazilian Ministry of Justice published a new ordinance (MJSP No. 1,048) addressing age rating guidelines for gambling related products.
According to the ordinance, gambling products must display information on age ranges and specific product descriptions. The descriptors must include language such as betting simulation, or financial involvement, and must be included in the products, terms of use, application stores, and promotional materials.
All applications that are on a virtual storefront must comply with International Age Rating Coalition (IARC) guidelines, specifically as they relate to gambling or betting. The ordinance classifies games and betting as inappropriate content specifically meant for adults.
Of further note, article 52 denotes that the indicative rating will take into consideration the presence of content generated by third parties or users, as well as functionalities or tools made available by internet applications that facilitate, perform, offer, or promote certain delineated types of content under said article. The new rules will come into effect on March 17, 2026.
Brazil
On January 30, 2026, the Secretariat of Prizes and Betting under the Ministry of Finance (SPA/MF) published a public consultation regarding its proposed supplier licensing framework for fixed-odds betting.
Under Public Consultation Notice No. 1/2026, relevant stakeholders can submit their proposals to inform the creation of an ordinance concerning suppliers of fixed-odds betting in Brazil.
Participants may submit their proposals under the Brasil Participativo website.
The consultation opened on February 4, 2026, and remains open for comments through March 23, 2026.
Philippines
On October 9, 2025, the Philippine Amusement and Gaming Corporation (PAGCOR) published a memorandum containing the transition guidelines for the existing business-to-business (B2B) providers and implementation of the regulatory framework for affiliates and support service providers.
The transition period for the implementation of the new regulatory frameworks for PAGCOR-licensed B2B providers lasts until March 31, 2026. The transition guidelines will also be implemented during the given period, meaning that applications for accreditation as Gaming Affiliate and/or Support Service Provider would have to be submitted to the Electronic Gaming Licensing Department (EGLD) before December 31, 2025. The accreditation will be valid for an initial period of three years.
