Gambling Regulatory Deadlines to watch in November 2025

Each month, we leverage data from our gambling regulatory updates to bring you a glimpse of the key response deadlines and legislation effective dates coming up, so you can plan and take action around some of the most important regulatory developments unfolding right now.

In November, there are 15 regulatory deadlines on the horizon — with 6 key consultation periods coming to an end and requiring a response, and 4 actionable deadlines to be aware of coming into effect.

What are the regulatory deadlines to watch in November?

Slovakia

On October 9, 2025, the “Law amending certain laws for the consolidation of public finances”, which also amends the Gambling Law, was published in the Slovak official gazette. 

The law introduces the following changes:

• Starting from January 1, 2026, the procedure for website and payment blocking is simplified as internet service providers and payment processors will have to rely directly on the blacklist issued by the gambling regulator. The requirement of obtaining a previous court order for blocking illegal operators has been repealed.
• The enforcement powers of the gambling authority are amended, the procedure for inclusion in the blacklist organised by the gambling authority is detailed and forfeiture of property is introduced as a new sanction.
• Holders of a mixed licence for casinos and online casinos must pay a 30 percent tax on the fee received from online players if players play against each other and a 30 percent tax of the proceeds for online casino games.
• Holders of a mixed licence for slot machines, video game terminals, technical devices operated directly by players and other technical devices located in gambling rooms and online casinos must pay a 30 percent tax of the proceeds for online casino games and a 30 percent tax of the fee collected from players for online casino games played against each other.
• Holders of a licence for fixed-odds betting in gaming rooms, betting shops and in an online gaming rooms, as well as holders of a licence for fixed-odds betting in an online gambling house must pay 30 percent of the proceeds, while the proceeds for the purposes of the levy may not be less than 11 percent of the winnings paid to players in the same calendar month and 30 percent of the commission for operating a gambling game, if players play against each other.
• Holders of an online casino licence must pay 30 percent of the proceeds to the state budget and 30 percent of the fee collected from players who play against each other.
• Holders of a licence for casinos and online casino games must pay a tax for offering games on technical devices operated directly by players in a casino as stipulated in Article 71(1)(n) of the Gambling Act.

Specific gambling taxes as detailed in the law are to be regulated by means of secondary legislation adopted by the Slovak government. 

The law enters into force on November 1, 2025, with the exception of the increase in gambling taxation that becomes effective on December 1, 2025.

Ukraine

On October 23, 2025, the Ukrainian Ministry of Digital Transformation opened a public consultation for a draft order regulating deposit and time limits for gambling.

Daily, weekly and monthly deposit limits are established separately for each gambling vertical and range between 15 and 50 percent of the average monthly income.

It is proposed that the maximum time of continuous participation in a game does not exceed two hours, with a mandatory break in the game lasting at least 15 minutes. The order enters into force upon publication in the official gazette. Comments and opinions can be submitted until November 7, 2025 at the following email addresses: gl@thedigital.gov.ua.

Finland

On August 7, 2025, Finland notified the European Commission of the draft regulation on licence applications under the new Gambling Act, which is pending before the national parliament as of March 20, 2025.

The regulation details licensing requirements for applicants for an exclusive gambling licence, a gambling licence and a gaming software licence, including submission of applications, statements and documents accompanying the application as well as fees for processing an application

The proposed date of entry into force for this regulation is January 1, 2026. The notification's standstill period ends on November 10, 2025.

New Jersey

On September 15, 2025, the New Jersey Division of Gaming Enforcement (DGE) published proposed responsible gaming regulations in the New Jersey Register (NJR) for public comment.

Of note, under the proposed rules, each online operator is required to designate one or more "responsible gaming leads" who are required to identify at-risk patrons, maintain a list of such patrons, and ensuring that such patrons are provided with responsible gaming information and resources. 

In addition, the proposed rules set forth criteria for a person to be removed from the list of at-risk patrons if they fail to trigger any of the criteria for at-risk patrons within 180 days following a due diligence review, and their present activity does not exhibit any potential problem gambling behavior.

In addition, the proposed rules sets forth 12 enumerated responsible gaming triggers for responsible gaming leads to evaluate, including, but not limited to:

• Certain deposit thresholds;
• Patrons accessing, but not completing, the self-exclusion request page three or more times within 30 days;
• Patrons requesting a cool-off period twice within 45 days, and;
• Patrons increasing responsible gaming limits three times in seven days without any decrease.

Furthermore, the rules outline phases of intervention that must be undertaken by online operators following a due diligence review finding a patron to be at risk of problem gambling behaviour. Interested stakeholders may send comments to rulecomments@njdge.gov, or by mail to the designated address, by November 14, 2025.

Spain

On October 16, 2025 the Directorate General for the Regulation of Gambling (DGOJ) announced the launch of a public consultation on a draft resolution approving the message that commercial communications have to include to draw attention to the harmful effects of gambling addiction and gambling risky behaviour.

This message would replace the message currently regulated in Article 10(3) of Royal Decree 958/2020: “If you play, play responsibly!”.

The available options include the following messages: 

• “Gambling addiction is a risk of gambling.”
• “The probability of being a losing gambler is 75%.”
• “Losses of all gamblers are four times greater than their winnings.”

The draft resolution also details the form, size, layout and contrast of the proposed message as well as that of the warning regarding the prohibition of minors from participating in gambling, which is regulated in Article 11(3) of Royal Decree 958/2020.
