Gambling Regulatory Deadlines to Watch in August 2026

What are the regulatory deadlines to watch in August?

Finland

On June 10, 2026, Finland's Ministry of the Interior released four draft regulations based on the new Gambling Act for public consultation. The regulations address implementation rules for both the exclusive gambling licence holder and competitive market operators, alongside provisions on winning claim procedures.

The consultation period closes on August 5, 2026. Interested parties, including gambling operators or other stakeholders, can submit responses through the official consultation portal (lausuntopalvelu.fi). If it is not possible to provide comments via the consultation portal, the statement can alternatively be submitted to the ministry's registry by email to kirjaamo.sm@gov.fi or by post to the Ministry of the Interior, P.O. Box 26, 00023 Valtioneuvosto.

Pennsylvania

On July 11, 2026, the Pennsylvania Gaming Control Board (PGCB) published a proposed rulemaking to amend its regulations governing compulsive and problem gambling requirements across multiple gaming sectors, including casinos, interactive gaming, video gaming, and fantasy contests. The proposed amendments update nine regulatory chapters to clarify PGCB expectations for licensees implementing responsible gaming programs and to modernize terminology related to gambling disorder.

The public comment period closes 30 days after publication in the Pennsylvania Bulletin (August 10, 2026). Interested parties should submit comments to Robert Wood, Senior Counsel, Pennsylvania Gaming Control Board, 303 Walnut Street, 5th Floor, Harrisburg, PA 17101, or by email to PGCBregs@pa.gov, referencing Regulation # 125-258.

Sweden

On June 18, 2026, Sweden's Gambling Inspectorate launched a consultation on proposed new regulations governing technical requirements for gambling operations. 

The proposed regulations aim to modernise and streamline Sweden's technical framework for gambling operators. The new rules will establish unified technical standards applicable across different gambling formats, including land-based gaming machines, automated casino games, and related certification and accreditation procedures. The consolidation of the two existing regulations into a single framework is intended to reduce regulatory complexity and create clearer compliance pathways for operators and certification bodies. 

The consultation period closes on August 10, 2026. Stakeholders, including gambling operators, certification bodies, and other interested parties, are invited to submit comments on the proposed regulations. Responses should be sent to registrator@spelinspektionen.se in Word format, with reference to number 25Si946. Spelinspektionen has published both the proposed regulations and a consequence analysis document to support the consultation process.

Colorado

On June 1, 2026, Colorado governor Jared Polis signed Senate Bill (SB) 26-131, which imposes new restrictions on sports betting marketing and deposits as part of renewed efforts concerning responsible gambling. Of note, under SB 26-131, Colorado operators are prohibited from sending text messages or other forms of push notifications "relating to the solicitation of bets or deposits" from their patrons, as well as prohibited from accepting more than six deposits from a bettor within a 24-hour period. 

In addition, the bill also bans credit-card deposits and requires that operators report all transactional data and metrics from sports betting to be analyzed through an annual report produced by Colorado's Division of Gaming. The bill will take effect on August 12, 2026.

Brazil

On June 25, 2026, Brazil's National Monetary Council, under the Brazilian Central Bank, published a resolution regarding the blocking of accounts and the prevention of financial transactions of entities who operate illegal gambling platforms. Under Resolution CMN 5320/2026, it includes:

• Financial institutions that are part of the Brazilian Payment System (SPB) and who are notified by the Secretariat of Prizes and Bets of the Ministry of Finance (SPA/MF) under Decree No. 13,033/2026 and Ordinance No. 1,766/2026 must block all checking and savings accounts, as well as prepaid payment and registration accounts.
• Financial institutions have up to 24 hours to block these identified accounts.
• Financial institutions, after an account is blocked must reject transactions from the blocked accounts and inform the account holders about the restrictions, send copies on the notice of blocking, and the notification itself.

Non-compliance with the resolution results in penalties as provided in Law No. 14.790/2023. The resolution comes into effect on August 28, 2026.
