On August 5, 2026, Gibraltar's Gambling Division launched a consultation on the draft Safer Gambling Code of Conduct for remote business-to-consumer (B2C) gambling operators. The consultation seeks views from Gibraltar licence holders and other interested stakeholders on proposed safer gambling measures before finalisation.
The draft Code includes provisions relating to safer gambling that will also be incorporated into a forthcoming Remote Technical and Operating Standards Code, which will itself be subject to separate consultation. The Gambling Division has included these provisions in the current consultation to enable early consideration and unified feedback. The Code aims to establish harmonised safer gambling standards across Gibraltar's remote gambling sector.
In accordance with the Gambling Division’s Consultation Arrangements, which was published on August 4, 2026, key objectives of the consultation include obtaining stakeholder input on all aspects of the draft Code, with respondents encouraged to provide detailed reasoning for their views and suggest alternative wording where appropriate. Responses must be submitted by October 9, 2026, to gamblingregulators@gibraltar.gov.gi.
On April 2, 2026, the Malta Gaming Authority announced that changes concerning the value added tax and gaming tax frameworks will take effect on October 1, 2026. Pursuant to the press release, Malta is proceeding with targeted amendments to the VAT Act, with the Malta Tax and Customs Administration issuing supporting guidelines to establish a reliable VAT framework for the gambling sector. It is outlined that the scope of the VAT exemption for the supplies of gambling will be clarified, particularly in relation to sports betting and certain casino offerings, alongside guidance on how the place of supply rules apply for such offerings.

On September 18, 2026, the Finnish National Police Board submitted to public consultation the draft Regulation concerning the Interface of the National Register for Self-Exclusion that gambling licensees are required to check to ensure that self-excluded persons do not gamble or receive direct marketing under the provisions of the new regulatory framework.
The regulation specifies technical details in order to ensure a uniform and clear practical implementation for licensees. Its objective is to ensure that exclusive and gambling licensees have the prerequisites to connect to the interface of the register and check players' gaming exclusions in a reliable manner. The public consultation closes on October 16, 2026.
On May 19, 2026, the Brazilian Central Bank (BCB) approved Resolution BCB 569, modifying Resolution BCB 343, which regulates the exchange of data on evidence of fraud between entities supervised by the monetary authority.
Under the Resolution, the data to be shared and information on evidence of fraud includes evidence of the actions of natural or legal persons as unauthorized betting operators, as referred to in Article 24-A, paragraph 1, of Law 14.790, of December 29, 2023. In addition, the Resolution further amends Resolution BCB 343 to address the contracting of credit operations; provision of virtual asset services, and; the provision of financial and payment services to individuals or legal entities such as unauthorized betting operators. This measures takes effect immediately. Institutions operating with virtual assets must adapt their systems by October 30, 2026.
