What are the regulatory deadlines to watch in November?

India

The Indian Government has issued the Digital Personal Data Protection Rules, implementing the provisions of the Digital Personal Data Protection Act passed in August 2023. The rules set out:

  • The obligations of data processors (referred to as data fiduciaries) to provide notice of data collection and obtain consent.
  • The requirement to appoint a consent manager, along with their responsibilities related to data collection and processing.
  • Standards for reasonable data-security safeguards.
  • Procedures for responding to a data breach.
  • Rules for processing the personal data of children and minors.
  • Additional compliance requirements for “significant data fiduciaries” as designated by the Indian government.
  • Conditions for transferring and processing personal data outside India.

The rules come into force in stages:

  • Rules 1, 2, and 17–2, covering commencement, definitions, and the operations of the Data Protection Board of India—take immediate effect.
  • Rule 4, defining consent managers and their registration requirements takes effect on November 14, 2026.
  • All remaining rules take effect on May 14, 2027.
Spain

The Executive Commission of Banco de España has adopted and officially published a resolution that modifies the uniform conditions of participation in TARGET-Banco de España, the Spanish component of the European automated real-time gross settlement system for urgent transfers of new generation (TARGET).

The modifications implement updates contained in European Central Bank (ECB) Guideline BCE/2026/11 and introduce several substantive changes to TARGET participation rules. Participants may now automate liquidity transfers between their main accounts and designated accounts when minimum or maximum thresholds are breached. The modifications clarify that entities subject to restrictive measures adopted by the European Council or by EU member states are ineligible to participate.

From November 14, 2026, TIPS (TARGET Instant Payment Settlement) will support payments under the European Payments Council's One-Leg Out immediate transfer scheme.

Korea

The Korean Financial Services Commission (FSC) has announced revisions to the electronic financial transactions act which impose new regulations on the safeguarding of merchants funds and increased regulatory oversight for payment-gateway (PG) businesses. The amendments:

  • Require PG operators to manage all settlement funds held for merchants or users via external custody arrangements such as escrow accounts, trusts or payment-guarantee insurance to ensure these funds cannot be used improperly, pledged as collateral or subject to seizure.
  • Prohibit the misuse of settlement funds by PG operators, and impose penalties (including fines, suspensions, or criminal sanctions) for misuse, failure to comply with external-management rules, or failure to fulfil timely settlement obligations.
  • Raise capital requirements for larger PG operators.
  • Introduce a requirement for prior approval and registration when major shareholders of PG operators change, and enabling licence cancellation if a controlling shareholder does not meet eligibility criteria aimed at preventing unqualified parties from entering or remaining in the PG market.
  • Require PG operators to disclose compliance status and financial-management information including whether they are properly managing settlement funds under external custody, and give regulators explicit powers to take supervisory or enforcement action including suspension and deregistration, when operators fail to meet management standards.

The amendments will take effect on November 27, 2026 and the FSC states that it will progressively increase the external management ratio of settlement funds as well as issue implementing guidelines before this.

UK

On October 30, 2026, the commissioners for HM Revenue and Customs (HMRC) made the International Controlled Transaction Reporting Regulations 2026 under powers conferred by section 48 of the Finance Act 2026. The regulations were laid before the House of Commons on November 4, 2026, and come into force on November 26, 2026.

The regulations require reporting entities to provide specified information on international controlled transactions to HMRC where the total value of those transactions meets a threshold set in a notice published by the commissioners. Transactions are caught where they meet the transfer pricing condition, the permanent establishment condition or both. Reporting entities include UK and non-UK resident companies, managing agents of Lloyd's syndicates and representative partners of partnerships.

U.S.

On September 30, 2026, the US Department of the Treasury issued an interim final rule on behalf of the Stablecoin Certification Review Committee (SCRC). The interim final rule adopts procedural regulations and forms to implement the SCRC's responsibilities under Section 4(c) of the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act.

The GENIUS Act allows permitted payment stablecoin issuers (PPSIs) with a consolidated total outstanding issuance of less than US$10bn to opt into regulation under a state-level regulatory regime, provided that the state’s regime is “substantially similar” to the federal regulatory framework. In order to make such determinations, the law creates the SCRC, which is composed of the Treasury Secretary, US Federal Reserve Board (FRB) Chair and US Federal Deposit Insurance Corporation (FDIC) Chair.

The interim final rule sets out a process to facilitate the SCRC's approval or denial of certifications submitted by state payment stablecoin regulators, as well as prescribing the form of such certifications, allowing it to determine whether state regulatory regimes are substantially similar to federal law.

The interim final rule takes effect immediately. However, interested parties may submit comments on it until November 30, 2026 at this link.
