Africa Regulatory Review: Anjouan

Anjouan, an autonomous island of the Union of Comoros, has recently emerged as one of the most talked about offshore hubs for online gaming within the wider gambling community. 

This regulatory review provides an overview of the gambling regulatory landscape for Anjouan, specifying the legislation relied upon by multiple licensing authorities within the region.

Anjouan’s growing register of B2C and B2B online licences boasts of more than 2,000 registered URLs, which has grown massively since 2023 when the authorities first started accepting licence applications. The interest in the market stems from the fact that Anjouan offers very low regulatory burden and barriers to entry, notably possessing no visible responsible gambling code or publicly available regulations of any kind, marking the territory as an attractive nominal base for start-ups. 

However, a noteworthy point to consider is how Anjouan-licensed URLs are viewed by regulatory authorities within the more mature and regulated markets globally. To that end, this review provides an analysis of blocklisting of Anjouan URLs as well.
